Memorandum on Petitions received from Portuguese,

Indian and Chinese Government Servants

for increase of Salary.

On the 7th June 1898 His Excellency the Officer

Administering the Government in consequence of representa-

tions of the difficulty of obtaining Chinese employes for

one of the Government Departments, and having learnt that

certain increases of emolument had been granted to Asiatic

employes at Singapore, appointed a Committee to enquire into the question of increasing the salaries of Chinese employés

of this Government.

Before the Committee had reported a Petition was

received from the Chinese Civil Servants in Hong Kong praying

for a general increase of salaries.

This Petition was referred to the Committee.

At the same time a Petition was received from the

Portuguese and Indian Civil Servants in the Colony praying

for a general revision of their salaries.

On the 15th July 1898 the report of the Committee

which had been appointed to enquire into the subject of the

salaries of Chinese employes of the Government was received.

The Petition from the Portuguese and Indian members

of the Service, with a memorandum thereon by the then Acting

Colonial Secretary, together with the Petition from the

Chinese members and the report thereon of the Committee, were

forwarded to the Secretary of State for the Colonies in

General Black's despatch No.271 of the 22nd September 1898.
